AI adoption in Slovakia is rarely blocked by a single issue. Our AI-ImpactSK research shows a recurring pattern: companies recognise AI’s potential, start experimenting, and take concrete steps toward implementation — yet their progress is repeatedly slowed or stopped by the same three forces.

These forces form what we call the Implementation Triad: a combination of technical, human, and regulatory barriers. Each dimension can independently delay adoption, but in real organisations they tend to reinforce one another. The result is hesitation, fragmented initiatives, and stalled momentum.

Understanding this triad is essential for any organisation that wants to move from experimentation to real impact.

Technical barriers: When AI becomes unpredictable

The first friction companies encounter appears at the technical level. Modern AI tools are widely accessible, but their behaviour is not always predictable in real-world environments. Many organisations report frustration with outputs that sound convincing yet contain errors. Without systematic verification, trust in the technology quickly erodes.

Several recurring technical challenges emerge:

Unreliable outputs and hallucinations. Generative AI is the most commonly used category of tools, but it is also where inconsistency is most visible. Employees often struggle to distinguish between reliable and questionable responses. This uncertainty slows adoption and forces additional review processes.

Difficult integration with internal systems. In many companies, AI tools operate outside core workflows. They remain isolated applications rather than embedded components of daily operations. This limits scalability and prevents the creation of consistent internal standards.

Uneven performance across domains. AI performs strongly in text-based and routine tasks but is less dependable in specialised analyses, strategic decisions, or complex technical documentation. Organisations frequently lack a clear understanding of where AI adds value — and where human expertise remains essential.

Technical uncertainty does not only introduce risk; it also undermines the promised efficiency gains. When outputs require constant verification, the expected time savings shrink.

Human barriers: When change meets resistance

Technology alone does not determine adoption. The human dimension often proves equally decisive. For many employees, AI is not just a new tool — it represents a shift in roles, routines, and professional identity.

This perception can generate resistance. Some employees use AI reluctantly or only formally, without genuine engagement. Others question its relevance altogether. As a result, organisations may find themselves in a paradox: AI tools are available, yet their real usage remains limited.

Common human barriers include:

Fear of job displacement or loss of control. Concerns about redundancy or reduced autonomy can trigger passive resistance. Instead of accelerating productivity, these fears create tension and hesitation.

Gaps in digital skills and confidence. Without structured training, employees lack clear guidance on how to use AI effectively and responsibly. Early mistakes reinforce scepticism and slow broader adoption.

Overreliance on individual champions. Many initiatives depend on a single internal advocate — an “AI ambassador.” When that person leaves or becomes overburdened, progress stalls. Without institutional support, adoption remains fragmented.

Human factors are frequently underestimated, yet they ultimately determine whether AI becomes an organisational capability or stays an isolated experiment.

Regulatory barriers: Navigating uncertainty around data

The third dimension of the Implementation Triad is regulatory concern. For many Slovak organisations — especially corporations and public institutions — compliance and data protection are critical priorities.

Regulatory uncertainty often discourages companies from moving beyond pilot projects. The most common concerns include:

GDPR and sensitive data handling. Many organisations are unsure what information can be processed using AI tools. This uncertainty leads to excessive caution, delays, or suspended initiatives.

Fear of data leakage. Management teams worry that cloud-based AI systems could expose confidential information. Even when safeguards are available, perceived risk remains high. Clear internal guidelines are often missing.

Anticipation of stricter regulation. The expected evolution of AI regulation creates a wait-and-see attitude. Some organisations postpone investment until the legal landscape becomes clearer.

In compliance-driven environments, regulatory concerns can outweigh both technical and human considerations.

Barriers as signals, not dead ends

Our research shows that these barriers appear across sectors — from healthcare and manufacturing to public administration and creative industries. They affect small firms and large enterprises alike.

Importantly, these obstacles should not be seen as permanent blockers. They are signals pointing to areas where organisations need stronger structure, targeted support, and capability development. Companies that address technical reliability, workforce readiness, and regulatory clarity in a systematic way adopt AI faster and with greater confidence.

Removing barriers accelerates impact

Every organisation encounters resistance during AI adoption. What distinguishes successful adopters is not the absence of obstacles, but their ability to manage them strategically.
